I figured it out, with lots of help from other topics in this forum. There is one other comment on how to do this in another thread, but sadly it was not specific enough.
If you dont have Norton Personal Firewall 2004, try and get it. I dont know how to setup firewall rules on other software. Maybe someone else can add to this thread by posting a how-to with ZoneAlarm or BlackICE...
1. Open Personal Firewall and click the 'configure' button
2. Click the 'Advanced' tab at the top right
3. Click the 'General' button
4. Click the 'Add' button
5. Under the 'Add Rule' heading, select 'block: do not allow connections that match this rule' and click 'next'
6. Select 'Connections TO other computers' and click 'next'
7. Under the 'What computers or connections do you want to block?' heading, select the option that says 'only the computers and sites listed below', then click 'add'
8. With the 'individually' option selected, In the long text field box at the bottom add the following names with spaces inbetween: master.gamespy.com master.udpsoft.com master2.udpsoft.com then click 'ok', then click 'next'
9. Select 'TCP and UDP' then select 'Only the types of communication ports listed below' and click 'add'.
10. Select 'individually specified ports' and 'local' and enter in port number '23000' then click 'ok' (this is your local port that talks to the cdkey check servers, blocking ANY other outgoing local port will result in not being able to connect to a server)
11. Select 'individually specified ports' and 'remote' and enter in port numbers '27900 29910' then click 'ok' (these are the gamespy and cdkey check remote ports, you might be able to let 27900 work so your game will be listed in gamespy, but its better to block both just to make sure)
12. If you want to track when BF1942 attempts to talk to the blocked computers then select 'Create a event log entry' and 'Notify me with a security alert'. If your not worried about it then leave them blank and click the 'description' tab.
13. Name the new firewall rule 'BF1942 UDP Block' or something to that effect so you know for later whats going on.
You may want to move your new firewall rule to the top of the rule list. Just select it once so its highlighted and click 'move up'. This way your new rule will have priority over all other rules in that list.
Fire up your server and play, if you told the firewall to notify you, you will get a popup that says your 'firewall blocked outgoing connection to blah blah from blah blah'.
I have attempted to block LOCAL PORT 23000, REMOTE PORTS 27900 29910 that attempted to connect to the 3 servers listed above in step 8 with a program called Portslock with no success. Dont know why it dident work, but it dident...

the gamespy ip change for 207.38.11.34, so block this port 23000,29910 + blacklist the new ip.

Thanks, it works like a charm. Here are the settings for COMODO Firewall Pro:
1. Fire up the firewall.
2. Go to Firewall/Advanced/Network Security Policy
