Russians And Private Servers?

Well is it me or has any one else noticed that russians pretty much rule the roost when it comes to private servers.
Atleast 80% of all non steam servers are currently set in russia. I was just wondering is there a reason for this.
Maybe laws are different there making it legal to have cracked servers or maybe just russians are just to cheap to pay for the game so there is more pr servers to match.
I was just wondering does any one know any decent UK / USA servers as most on the EPC list are pretty much dead or out of date by like 3 updates.

I kind of thought that there wasn't many L4D cracked servers in the US because Windows dedicated servers are expensive in the US. Maybe they're dirt cheap in Russia ? I mean, they probably don't have those Windows licensing issues over there. There are a lot of admins that run their L4D server on their cable/dsl line though . Oh, and there are Linux servers too, but then there's hardly little to any support for them. If you check the epc server list, like 90% of the servers are running on Windows.

I've noticed that too  xD
thankfully though, they mostly seem to be pretty nice folks to game with, even though my ping is always around 200ms when i'm connected.
I've been thinkin about tryin to pick up a little russian language on the side, just to figure out what the hell they're saying to me,  because it tends to get a little difficult to plot anything out on your team if you can't understand each other  ><
It does get a little lol-worthy sometimes though, when they get pissed off about something and try to yell at you in garbled english.
I accidently lit my whole team on fire with a very misplaced molotov one time a while back,  and I couldn't stop laughing as I heard all these voices screaming  "MOTHER OF FUCKING!!  AMERICAN STUPID!"
